New Greek leaders to propose law that could break 3.7 GW PV logjam
November, 2009: Two weeks after winning Greek elections, the new Socialist government announced on Oct. 18 that it plans to promote what it termed »green growth« by introducing a new law to unblock stalled renewable energy projects of more than 7 GW.
While no details were given, this most likely includes 8,700 of requests equal to 3.7 GW of PV projects stuck in a bureaucratic logjam at Greece’s Regulatory Authority for Energy (see PI 10/2009, p. 62).
In her first speech to parliament, Tina Birbili, the new Socialist head of the Ministry of Environment, revealed that a draft law had been worked out and would be ready for public consultation in November. The proposal, she said, would include a new set of incentives and revised licensing procedures to cut red tape currently faced by investors in solar and wind projects.
There are no doubt many integrators and installers who hope Birbili can follow through on that promise. A feed-in tariff put in place in 2006 (see PI 7/2006, p. 128) has fallen far short of expectations in promoting installed PV capacity. While September proved to be Greece’s best month ever with 4.4 MW installed, the country could only boast an annual capacity of just under 27 MW at the end of September. At this rate, Greece could hit 38 MW for the year, an amount previously predicted by the Hellenic Association of Photovoltaic Companies (HELAPCO). But whether annual installed capacity can reach HELAPCO’s accelerated growth scenario of 450 MW for 2012 – nearly three times the business-as-usual annual level of 160 MW – will depend on how aggressively the new government pursues its »green growth« goals.
